PROBLEM TO BE SOLVED: To provide a decorative sheet excellent in resistance in use such as antistaining properties or weatherable adhesiveness, abrasion resistance, etc. having both of an asperity feeling visually recognized as recessed parts and a depth feeling as a design, especially excellent in design properties wherein visually recognized recessed parts are more clearly recognized as recessed parts, and a decorative plate using the decorative sheet. SOLUTION: The decorative sheet is obtained by providing a patternwise low gloss printing layer on one side of a transparent base material layer made of a synthetic resin and subsequently providing a surface protective layer to one side of the transparent base material layer while providing a pattern printing layer to the other side of the transparent base material layer, wherein the printing layer is colored by an organic pigment.
