PROBLEM TO BE SOLVED: To make noise not conspicuous owing to a difference in an expansion degree of gray scale conversion and to eliminate noise with high accuracy.

SOLUTION: A noise eliminating means is provided with: a low frequency component extracting means for extracting a low frequency component from an image; a high frequency component extracting means for extracting a high frequency component from the image; a noise elimination amount calculating means for calculating a positive side noise elimination amount being a noise elimination amount to positive side noise and a negative side noise elimination amount being a noise elimination amount to negative side noise in accordance with the level of the low frequency component extracted by the low frequency component extracting means; a coring means for performing coring processing of the high frequency component extracted by the high frequency component extracting means on the basis of the positive side noise elimination amount and the negative side noise elimination amount calculated by the noise elimination amount calculating means; and a synthesizing means for synthesizing the high frequency component subjected to the coring processing by the coring means with the low frequency component extracted by the low frequency component extracting means.
