PROBLEM TO BE SOLVED: To provide an establishment method for communication connection allowing prompt coping with requirement from a client device while reducing a communication load on a server as thoroughly as possible. SOLUTION: When service requirement information requiring establishment of the communication connection is transmitted to the server from the client device (#2), the server extracts an object ID (Identification) from the service requirement information, and transmits communication connection establishment instruction information requiring the establishment of the communication connection to an IP (internet protocol) device corresponding to an IP address asynchronously with (independently of) a UDPST (User Datagram Protocol Shoulder Tap) periodically transmitted to the server from the IP device (#3) when detecting the IP address corresponding to the object ID from a storage part. The IP device performs, to the server, a response of the effect that the IP device understands the establishment of the communication connection (#4), and the server transmits response confirmation information of the effect that the server confirms the response transmitted from the IP device (#5).
