PROBLEM TO BE SOLVED: To provide a foamed wallpaper having a surface-protection layer having excellent wiping performance of stains due to electric appliances, stain-proofness, scratch resistance, followability to surface irregularity by embossing, and crack resistance. SOLUTION: The foamed wallpaper has at least a foamed resin layer and a surface-protection layer laminated on a substrate in order, wherein the surface-protection layer is formed by crosslinking and hardening an ionizing radiation curable resin composition and the surface tension of the surface-protection layer is≤30 dyne/cm.
