PROBLEM TO BE SOLVED: To provide a cleaning agent composition cleaning and removing mixing deposits in which water-soluble and water-insoluble deposits are mixed. SOLUTION: The cleaning agent composition is used for cleaning and removing the deposits adhering to a material to be cleaned. The cleaning agent composition is composed of a hydrocarbon-based base material, a surfactant and water. The content of the surfactant is 0.1-50 wt.% in the whole cleaning agent composition. The content of water is 0.01-5 wt.% and the balance is composed of the base material. Furthermore, the base material is preferably light oil or gasoline. The base material may be an organic solvent.
