An actuator (4), preferably a gear motor or tubular motor, is connected to a tube end (2) at the lower part of a housing (1) for speed monitoring and to the top of an upright pole (3). The actuator is operated by remote control or by sensor arrangement to swivel the housing on the pole and relative to the direction of traffic. The housing mounts a monitoring camera (8) e.g. a digital or analog camera.
