PROBLEM TO BE SOLVED: To provide a soil cleaning method and soil cleaning apparatus suitable for removing slightly soluble substances from soil contaminated with the slightly soluble substances such as fluorine and boron. SOLUTION: The soil cleaning apparatus 10 is equipped with a filtration tank 12 having a sand filter layer 14 therein, a soil feeding means for feeding contaminated soil 16 to the filtration tank 12, a chemical liquid supply line 20 for supplying the filtration tank 12 with a chemical liquid that dissolves slightly soluble substances, and a water supply line 30 for supplying the filtration tank 12 with water.
