SOLUTION: A magnetic layer is formed by using the magnetic powder obtained by bonding a phosphoric acid compound at 4.6x10<SP>-4</SP>to 3.2x10<SP>-3</SP>g/m<SP>2</SP>to the surface of a granular or elliptic magnetic powder using at least iron and nitrogen as constitution elements and including an Fe<SB>16</SB>N<SB>2</SB>phase and having an average particle size of 5 to 50 nm.
