<P>PROBLEM TO BE SOLVED: To provide a real-time clock device capable of achieving low current consumption and a stable operation, and a semiconductor device and an electronic device using the real time clock device. <P>SOLUTION: The real-time clock device comprises a crystal oscillation circuit 11, a timing circuit (high-speed part) 13 for frequency-dividing the output of the crystal oscillation circuit 11, a timing circuit (low-speed part) 14 for frequency-dividing the output of the timing circuit (high-speed part) 13, and an interface circuit 15 for exchanging signals between the outside. The crystal oscillation circuit 11 is driven by a first voltage VR1, at least one part (high-speed part) 13 of the timing circuit is driven by a second voltage VR2, the remaining part of the timing circuit and the interface circuit 15 are driven by a third voltage VDD, and the relation regarding the size: the first voltage VR1 < the second voltage VR2 < the third voltage VDD is provided.
