PROBLEM TO BE SOLVED: To recover and recycle drainage of production steam to effectively utilize heat energy of the drainage, to reduce load on waste water treatment equipment, and to save resources and energy. SOLUTION: The cleaning liquid 12 in a heating tank 11 is heated by a heat exchanger 15 to which the production steam is supplied from a boiler 16, and supplied to a washing machine to wash works. The drainage as the condensate water flowing out from the heat exchanger 15 is returned to the heating tank 11 through a first return pipe 22. When the liquid level in the heating tank 11 is increased, the drainage is supplied to a return tank 23 through a second return pipe 24. Whether the cleaning liquid 12 is mixed in the drainage 20 in the return tank 23 or not is detected by a conductivity meter 36, and the drainage 20 is supplied to a central coolant tank 14 to be recycled when the drainage 20 has no abnormality.
