A composition for repairing a concrete structure is provided to exhibit excellent penetration and good characteristics such as water resistance, chemical resistance, and acid resistance when a concrete structure is repaired. A composition for repairing a concrete structure is manufactured by the steps of: obtaining an aqueous silica sol; charging the aqueous silica sol and organoalkoxy silane into a reactor, and obtaining a partially hydrophobic-treated aqueous silica sol having hydrophilicity and hydrophobicity by performing hydrolytic polymerization to make the silica particles partially hydrophobic; charging boric acid(B2O3) into the reactor to promote vitrification of the composition; and stirring alkali silicate in the reactor containing the partially hydrophobic-treated aqueous silica sol. Further, the alkali silicate is at least one selected from potassium silicate and lithium silicate.
