A clutch pedal apparatus for a vehicle comprises a turnover spring(1) suspended to a spring bracket(3) provided at a hinge shaft(6) of a pedal arm(5). A base bracket(11) is coupled to one side of the pedal arm in opposition to a pedal arm mounting bracket(2). An actuating rod(13) extends by passing through the base bracket to make contact with the pedal arm mounting bracket. A stopper block(15) is positioned in the base bracket to control a moving distance of the actuating rod. A rod spring member(17) is inserted into the actuating rod to apply elastic force to the actuating rod.
