<P>PROBLEM TO BE SOLVED: To solve the problem that when an irregular check, which is not required within a certain period after a previous regular check, is executed prior to the regular check, unnecessary check is executed, thereby lowering operational efficiency. <P>SOLUTION: A determination part 22 determines, prior to the irregular check, whether regular check has been executed or not, and a control part 21 terminates processing when the regular check has been executed.
