<p><P>PROBLEM TO BE SOLVED: To provide picture encoding and decoding methods capable of substantially reducing a coding amount of input pictures by efficiently encoding input pictures. <P>SOLUTION: A picture encoder 1,000 comprises: an encoding control part 910 for judging whether to encode an encoding object picture as a high-resolution picture or to encode it as a low-resolution picture depending on the picture type of the encoding object picture; a picture reduction part 917 for making the encoding object picture judged to be encoded as a low resolution picture into low resolution; a picture reduction part 1,001 for making a reference picture encoded as a high-resolution picture into low resolution when the encoding object picture judged to be encoded as a low-resolution picture uses a picture encoded as a high-resolution picture as the reference picture; and a motion detection part 908, a mode selection part 909, a difference computing part 902 and a predictive residual encoding part 903 for encoding the encoding object picture made into low resolution by the picture reduction part 917, referring to the reference picture made into low resolution by the second image reduction means. <P>COPYRIGHT: (C)2008,JPO&INPIT</p> |
