PROBLEM TO BE SOLVED: To provide a paper feeder capable of quickly starting image reading operation when recording paper sheets are put in the paper feeder again for performing image reading operation after the paper sheets that have been put in the paper feeder is used up, and to provide an image reader using the same. SOLUTION: A paper feeder tray 2 can elevate by rotation of a rotational shaft 6 from a bottom position 2a of a maximum loading position of the paper sheets P to a top position 2b where the paper sheets P are abutted with a separating roller 13. In elevating operation of the paper feeder tray 2, a drive means 53 rotary-driving the rotational shaft 6 is controlled by a control means 50 based on input of the initial height of the paper feeder tray 2 from a user by means of an input means 51 such as a panel switch of the image reader, so that the initial height of the paper feeder tray 2 is set.
