PROBLEM TO BE SOLVED: To efficiently achieve broadcasting to a plurality of sections.

SOLUTION: A cooperation GW management server 6 registers information relating to a PoC session in a cooperation GW storage part 18. A broadcasting terminal 5 refers to the cooperation GW storage part 18, and requests the cooperation PoC server 3 for the start of the cooperation PoC session by designating the PoC session. The cooperation GW management server 6 requests the cooperation GW4 for participation in the PoC session and the cooperation PoC session. The broadcasting terminal 5 requests the cooperation PoC server 3 for the acquisition of a speaker right. The cooperation GW4 requests the PoC server 1 for forced acquisition of the speaker right. When the broadcasting terminal 5 transmits a voice to the cooperation PoC server 3, the cooperation PoC server 3 multicasts the voice to the cooperation GW4 3, and when the cooperation GW4 transfers the voice to the PoC server 1, the PoC server 1 multicasts the voice to the PoC terminal 2.
