PROBLEM TO BE SOLVED: To provide hygienic tissue paper and hygienic tissue paper products for wiping the skin, which have an improved texture under low temperature. SOLUTION: The hygienic tissue paper has a base paper coated with a tissue paper treatment agent containing (A) component, (B) component and (C) component, where (A) is a monovalent alcohol having a branched chain with a carbon number of 6 or more, (B) a polyhydric alcohol, and (C) a surface-active agent.
