PROBLEM TO BE SOLVED: To provide a unit and a method for changing the structured document image of MRC or JPM to a secret by encryption efficiently, or for preventing the structured document image from being read easily. SOLUTION: The structured document image processing unit comprises: an input means 100 for inputting the structured document image; a processing means 101 for selecting a partial layer to be encrypted based on prescribed selection criteria from a group of layers of the inputted structured document image to perform processing, where only a selected layer to be encrypted is encrypted; and an output means 104 for outputting the structured document image after the processing by the processing means. The processing means selects a layer having high resolution preferentially, selects a layer having a large coding amount preferentially, selects a mask layer preferentially, or selects a layer having a bit depth of 1 bit preferentially, thus concealing the structured document image effectively.
