PROBLEM TO BE SOLVED: To provide an optical sheet that can control a propagation direction of light while suppressing loss of the light, and to provide a display having the sheet. SOLUTION: The optical sheet has a light transmitting portion 11 and a reflecting portion 15 that reflects a part of the light entering a light incident surface 13 of the light transmitting portion 11 to emit through an exit surface 14 of the transmitting portion. The reflecting portion 15 reflects light in such a manner that an exit angle of the exit surface face 14 is smaller than an incident angle of the incident surface 13. The incident side of the sheet is partially transparent functioning as the entrance face 13 while the rest portion functioning as a light-shielding portion 16 that does not transmit light. The light entering the incident surface 13 is partially reflected by the reflecting portion 15 provided inside the sheet toward the exit side.
