PROBLEM TO BE SOLVED: To easily and precisely measure a displacement of a precedence standby vertical shaft pump including a gas-water mixed operation. SOLUTION: The displacement Q is calculated based on a suction water level TP measured by a water level sensor 11, a delivery water level TE measured by a water level sensor 12, a relation between total heat H and a displacement Q in a usual drainage operation measured preliminarily, and a preliminarily measured pipe line resistance, when the motor current I measured by a current sensor 13 exceeds an upper threshold value I<SB>UP</SB>that is a value at the time when the total heat H starts to go down by lowering of the preliminarily measured suction water level TP. The displacement Q is set to a specified displacement Q<SB>RE</SB>, when the motor current I is the upper threshold value I<SB>UP</SB>or less, and when a lower threshold value I<SB>LW</SB>that is a prescribed value between a value at an air lock generation time measured preliminarily and the upper threshold value I<SB>UP</SB>.
