PROBLEM TO BE SOLVED: To use a system with a high rate of operation by controlling the power storage state of an electric energy storage system in a state capable of always being used, and to greatly improve a problem such as regeneration invalidation and the shortage of an overhead line voltage. SOLUTION: A control device for a power storage system having a switching function is provided. In regard to conventional charging/discharging control patterns so as to control by a charging/discharging control pattern regarding discharging characteristics as important in a time zone wherein the overhead line voltage is low, a state that a power storage device is charged is switched to a charging/discharging control pattern carrying out charging action. So as to control by a charging/discharging control pattern regarding charging characteristics as important in a time zone wherein the overhead line voltage is high, a state that the power storage device is discharged is switched to a charging/discharging control pattern carrying out charging action.
