<p><P>PROBLEM TO BE SOLVED: To maintain a flow rate passing through oscillating carriers at least at a level with no clogging in an aeration-agitation method for wastewater treatment using oscillating carriers even when a vortex flow and stagnation are generated in the treatment by the shape of the treatment tank and the arrangement of bubble flow generation means. <P>SOLUTION: An aeration-agitation method comprises a wastewater treatment tank 1 having the inflow pipe 10 and outflow pipe 11 of wastewater, bio-carriers 7m disposed in the wastewater treatment tank 1, and a plurality of aerators 2a, 2b disposed in the wastewater treatment tank 1. A plurality of water flows by the air lift effect of a plurality of bubble jet flows generated from a plurality of the aerators 2a, 2b are made to collide with each other to generate a downflow 5 passing through the bio-carriers 7m.
