PROBLEM TO BE SOLVED: To provide a multiple access communication method such that an opportunity for transmission can be obtained earlier for a packet whose contents are higher in priority class, high throughput can be secured regardless of the number of conflicting terminals, and impartiality that all terminals can have nearly the same opportunities for transmission for communication of the same priority class can be secured. SOLUTION: Transmission packets are previously classified into classes having a plurality of priority levels according to kinds of transmission packets, a uniformly random value is selected out of integers from 0 to a contention window value corresponding to a class in predetermined place in a sequence for a class in the predetermined place, and the value obtained by adding the selected value to an offset value is set as a back-off time. In this case, a transmission control unit 2 of each terminal observes a traffic load state on a transmission line (communication media) with a predetermined index and dynamically vary the offset value of the class in the predetermined place according to the traffic load state.
