PROBLEM TO BE SOLVED: To provide an image blur correction device that can smoothly move an imaging element and a lens by securely removing play of a guide part and also prevent an image from deteriorating owing to a tilt to eliminate influence of a magnetic field on a driving means, and to provide an imaging apparatus. SOLUTION: The image blur correction device includes a first movable frame which is equipped with the imaging element and has a first guide part; a second movable frame having a first guide shaft and a second guide part which movably support the first movable frame by coming into contact with the first guide part; a fixed frame having a second guide shaft which movably supports the second movable frame by coming into contact with the second guide part. The first guide shaft is made of a magnetic material, and the first movable frame is characterized in that a permanent magnet, which energizes the first movable frame in a direction such that the first guide and the first guide shaft come into contact with each other is provided on a part of the first guide shaft of the first movable frame.
