PROBLEM TO BE SOLVED: To provide an arranging method for display media in which two or more kinds of display media having opposite polarities can be charged in a cell by being transferred using an electric field for manufacture of a panel for information display which displays information of an image etc., by moving at least two or more kinds of display media, charged in the cell formed of partition walls between two opposed substrates at least one of which is transparent and made of particles having optical reflection factors and electrostatic charging property, by applying an electric field to the display media. SOLUTION: One of a display medium discharging stage of electrostatically discharging the display media charged in the cell, a display medium charging polarity inverting stage of inverting the charging polarity of the display media and a display medium sticking force increasing stage of increasing the sticking force of the display media on the substrates is carried out after a display medium filling stage of filling the cell with one or more kinds of display media having the same charging polarity. Further, a next display media filling stage following the display medium filling stage is carried out using other one or more kinds of display media charged to the opposite polarity from the display media which are already charged in the cell.
