PROBLEM TO BE SOLVED: To provide a cushion pad and a seat which can mitigate a burden on an operator, who performs the mounting work of a skin layer material, and has invisible holes, and favorable appearance. SOLUTION: A groove part 6, which holds a part of the skin layer material, is formed and a wire 8, which locks two or more lock tools 7 on the back side of the skin layer material, is laid under the back side of the bottom 19 of the groove part 6. Two or more holes 18 for the lock operation of the lock tool, in which the two or more lock tools 7 are separately inserted, are formed in the groove part 6. The holes 18 for the lock operation of the lock tool consist of the first hole section 9 formed ranging from the mounted plane 4 side to the wire 8 side and the second hole section 12 which stands in a row at the bottom 10 of this first hole section 9. In a section in a direction perpendicular to the longitudinal direction of the groove part 6, the first hole section 9 is formed in an inverse tapered hole which is narrow in width toward the mounted plane 4 side.
