A plasma display panel and a method of manufacturing the same are provided to form the second bus electrode layer through an offset printing method, without using a developing process for patterning of the second bus electrode layer. A front substrate(111) and a rear substrate(121) are disposed opposite to each other, and plural barrier ribs(130) are arranged between the front substrate and the rear substrate to define discharge cells(170). Plural discharge electrodes(112) are arranged on the front substrate in parallel to each other, and extend across the front substrate. The discharge electrodes have a transparent electrode(113) and a bus electrode. A front dielectric layer(115) is formed on the front substrate to cover the discharge electrodes. Each of the bus electrodes has the first bus electrode(114a) formed on one of the transparent electrodes and the second bus electrode(114b) formed on the first bus electrode so that thickness of the second bus electrode is reduced toward longitudinal edges thereof.
