PROBLEM TO BE SOLVED: To provide a transmitter ensuring flexible adjustment in the transmission rate of a receiver while maintaining transmission efficiency when identical information such as broadcast information is transmitted, and to provide a receiver. SOLUTION: The transmitter comprises a means dividing the transmission frequency bandwidth into frequency blocks narrower than the receivable bandwidth of a receiver and setting the transmission rate in each frequency block to increase or decrease stepwise. The receiver receiving a signal at a transmission rate thus set comprises a means for receiving a signal in at least any one of a plurality of receiving sections provided so that at least one of frequency blocks included in a plurality of receiving sections 1-7 each having a receivable bandwidth within the transmission frequency bandwidth is also included in at least one other receiving section.
