<p><P>PROBLEM TO BE SOLVED: To solve a problem in which, if a port is provided in the radial direction, there are various troubles because conventionally an annular groove is formed in a filter mounting portion and a band filter is wound and fixed onto the inside thereof. <P>SOLUTION: On the outer periphery of a valve housing 13, a large diameter portion 55 which corresponds to an insertion hole of a hydraulic controller, the filter mounting portion 54 which has a smaller diameter, and a smaller diameter portion 51 which has a further smaller diameter are formed ranging from one side to the other side. The filter 53 in an annularly closed cylindrical shape has a number of holes formed for filtering oil. The filter 53 is assembled through the side of the smaller diameter portion 51 and mounted on the filter mounting portion 54. By pressing a magnetic plate 52 of an electromagnetic actuator 12 into the smaller diameter portion 51, the cylindrical filter 53 is held between a stepped portion 54a and the magnetic plate 52 in the axial direction.
