PROBLEM TO BE SOLVED: To provide a fluorescent lamp lighting device in which when exchanged with a new fluorescent lamp, the exchange can be recognized visually and when desired, the initial illuminance correction control is carried out in which confirmation at the time of equipment completion carried out at a lighting initial period is easy, and a luminaire equipped with it. SOLUTION: The fluorescent lamp lighting device FOC is equipped with a high frequency lighting circuit HFO, a dimming control circuit DCC to dim and light the fluorescent lamp by controlling it, and the initial illuminance correction control circuit ICC which enters in the initial illuminance correction control period by passing a transitional period from a start of lighting of a new fluorescent lamp, which starts from an initial lighting state of high illuminance first during the transitional period, then which moves onto a light adjustment lighting of lower illuminance than that of the initial lighting state and sequentially reduces illuminance to a prescribed reduced illuminance value, in which target illuminance characteristics to maintain the reduced illuminance value are set during the initial lighting correction control period, and which adjust the fluorescent lamp by measuring an accumulated lighting time and controlling the dimming control circuit along the target illuminance characteristics according to that time lapse.
