PROBLEM TO BE SOLVED: To provide a nonaqueous electrolyte for electric double layer capacitors having high fire-retardant properties, cycle characteristics, and the like. SOLUTION: An annular phosphazene compound expressed by a general formula (I) (NPR<SP>1</SP><SB>2</SB>)<SB>n</SB>[in the formula, R<SP>1</SP>represents a halogen element, an alkoxy group, or an aryl oxy group independently; and n represents 3-4], and contains a nonaqueous solvent containing difluorophosphoric acid ester compound expressed by the general formula (II), an anhydrous dicarboxylic acid compound having an annular structure, and a supporting salt [in the formula, R<SP>2</SP>represents an alkyl group, a cycloalkyl group, an alkenyl group, an alkoxy substitution alkyl group, or an aryl group].
