PROBLEM TO BE SOLVED: To provide a motor capable of improving the degree of freedom in change control of relative phase without causing an increase in energy loss or scale-up of the apparatus. SOLUTION: An internal circumferential rotor and an external circumferential rotor which are each provided with a permanent magnet are assembled so as to perform relative rotation, and the both relatively rotate with a rotary operation mechanism. The rotary operation mechanism is provided with a vane rotor and a housing, and a concave portion in the housing is separated into an advance phase side working chamber and a retard phase side working chamber based on the vane of a vane rotor. A working liquid is supplied to one of the working chambers and the working liquid is discharged from the other working chamber to operate the rotary operation mechanism. A communicating hole 30 is formed on a drive plate 16 forming a side wall of the working chamber 25, and the communicating hole 30 is opened and closed with an electromagnetic valve 37. The electromagnetic valve 37 opens the communicating hole 30 when changing a phase to an advance phase side, and discharges the working liquid in the working chamber 25 to the outside to change the phase by utilizing a difference in centrifugal pressure between both the working chambers.
