PROBLEM TO BE SOLVED: To provide a damper device capable of being easily and inexpensively manufactured and adaptable to various applications, and to provide a structure equipped therewith. SOLUTION: A rectangular plate material 13 (an antiplane buckling rigidity reinforcing material) is adhered to one or both faces of a metal plate 11 (a panel body) via a shock absorbing material (an adhesive layer) to restrict the antiplane buckling of the metal plate 11. So, no need exists for welding the antiplane buckling rigidity reinforcing material to the metal plate 11, thus allowing the selection of a welding adhesion impossible material for the metal plate 11 or the section of a plate material having a relatively small thickness inadequate to welding adhesion. By properly selecting the quality and thickness of the metal plate 11 depending on burden shearing force required for design, the damper device can be widely adapted to selective burden shearing force to develop vibration suppressing effects on a small-scale building.
