A mobile IP communication system comprises a home agent (1) and a plurality of external agents (6a-6c). The home agent (1) manages the position of a mobile node (4). The mobile node (4) transmits a position registration request to the external agent (6a). The external agent (6a) transmits the position registration request to the home agent (1) via a router (R1) in accordance with a routing table. In a case of congestion in the route via the router (R1), the external agent (6a) forwards the position registration request to the external agent (6b). The external agent (6b) then forwards the position registration request to the home agent (1).
