<p><P>PROBLEM TO BE SOLVED: To easily obtain an RFID label with an RFID tag having a radio output level sufficient for practical operation. <P>SOLUTION: Whether the radio output level of an RFID tag which succeeds in communication with an RFID reader/writer is not less than a reference level or not is determined.
