PROBLEM TO BE SOLVED: To provide a liquid developer that is environmentally friendly, excellent in fixing characteristics of toner particles on a recording medium and excellent in environmental stability, and to provide an image forming apparatus capable of suitably using the liquid developer. SOLUTION: The liquid developer contains toner particles dispersed in an insulating liquid, wherein the insulating liquid comprises a vegetable oil containing an unsaturated fatty acid component having one unsaturated bond in a carbon chain by 55 mol% or more and a reaction product produced by transesterification between a vegetable oil and a monohydric alcohol and having an unsaturated fatty acid component having one unsaturated bond in a carbon chain by 55 mol% or more. The vegetable oil included in the insulating liquid is preferably rapeseed oil. The reaction product is preferably produced by transesterification between a rapeseed oil and a monohydric alcohol.
