An apparatus and a method for transmitting LBR data and an apparatus and a method for receiving the LBR data are provided to insert broadcasting time information to a section header when broadcasting the LBR data and control the power supply of a receiving unit according to the broadcasting time information in the LBR receiving apparatus, thereby minimizing the power consumption of a battery when the LBR receiving apparatus is manufactured for a portable purpose. Plural addressable section capsulators(100) inserts a broadcasting time information broadcasting LBR(Low Bit Rate) data into the LBR data and converts the LBR data into a TS(Transport Stream). A first multiplexing unit(110) multiplexes plural TSs which each of the plural addressable section capsulators generates respectively. A scheduler(120) generates schedule for the plural TSs. A second multiplexing unit(130) multiplexes the output signal of a main broadcasting data, the TS of the LBR data multiplexed in the first multiplexing unit, and the scheduler to output data packets. A channel coding unit(140) performs the channel-coding of the data packets multiplexed in the second multiplexing unit. A modulation unit(150) converts the data packet, channel-coded in the channel coding unit, into an IF(Intermediate Frequency) signal. A RF(Radio Frequency) converting unit(160) converts the IF signal, converted in the modulation unit, into a RF signal.
