PROBLEM TO BE SOLVED: To provide a floor heating panel capable of preventing generation of sound ringing when a uniform heating material and a heating medium pipe rub in a part where the uniform heating material becomes bottom folding. SOLUTION: This floor heating panel is formed so that the flexible heating medium pipe 3 is stored in a groove 2 formed on an upper surface of a plate-like base material 1; a main body is constituted by sticking the uniform heating material 4 to the base material 1; the base material 1 is constituted by juxtaposing a plurality of units base materials 1a being its dividing unit; the heating medium pipe 3 is arranged straddlingly over both unit base materials 1a; and the adjacent unit base materials 1a are freely folded up by mutually bending in its adjacent end part 11. In a part of becoming the bottom folding in an upper surface of the adjacent end part 11 of the adjacent unit base materials 1a, the uniform heating material 4 is stuck over both unit base materials 1a, and a shock absorbing member 5 for preventing rubbing of the uniform heating material 4 and the heating medium pipe 3, is interposed between the heating medium pipe 3 and the uniform heating material 4 stored in a communicating end part 21 of the groove 2 positioned under this uniform heating material 4.
