PROBLEM TO BE SOLVED: To provide an OFDM transmitter capable of suppressing deterioration in modulation accuracy due to waveform shaping to a minimum range, and transmitting an OFDM symbol with the spectrum being compact and the decrease in the transmission rate is reduced. SOLUTION: A data mapping means 2 divides a plurality of sub-carriers into modulation groups on the external side and the internal side of signal spectrum, maps data by a modulation system, corresponding to the modulation groups with respect to each sub-carrier of each modulation group, and outputs a plurality of inverse-Fourier transform sub-carrier groups. Inverse-Fourier transformation means 3-1 to 3-3 perform IFFT, with respect to the plurality of sub-carriers for data in each inverse-Fourier transform sub-carrier group, and output the respective time waveforms of the plurality of sub-carriers for data. Waveform shaping means 6-1 to 6-3 perform the multiplication of the waveform for shaping the waveform different in waveform shaping strength by each inverse-Fourier transform sub-carrier group with respect to the plurality of time waveforms, so as to perform waveform shaping.
