PROBLEM TO BE SOLVED: To allow a high transmission rate as well as a low transmission rate to be followed up without requiring overhead in the head of a desired rate area in a device for receiving multi-rate time division multiplexed signals. SOLUTION: A decoder part 6 decodes sampled data and detects a frequency in error included in decoded data. On the basis of whether the detected frequency in error is more than a threshold, a high speed phase tracking mode or a low speed phase tracking is determined. When the high speed phase tracking mode is determined, a sampling phase is selected per clock.
