PROBLEM TO BE SOLVED: To provide an illuminator that decreases speckle, is compact, and reduces operating noise, and to provide a projector. SOLUTION: The illuminator includes: light source parts 12G, 12R and 12B that supply light; diffusing parts 14G, 14R and 14B that are rotatable around rotation shafts and diffuse light from the light source part 12R, 12G and 12B, respectively. Respective diffusing parts 14G, 14R and 14B have vane-shaped parts formed in parts on which light from the light source part 12G, 12R and 12B are made incident. Each light diffusing part 14G, 14R and 14B composes a fan that is rotated around the rotation shaft, thereby causing air to flow. COPYRIGHT: (C)2008,JPO&INPIT
