An electronic watermark embedding apparatus and an electronic watermark detecting apparatus are provided to reliably detect an embedded watermark without relaying on a region color. A candidate region extracting unit(213) extracts an embedding region for embedding a fingerprint pattern from a color document image. A fingerprint pattern determining unit(215) determines at least one of the color and the shape of a fingerprint pattern suitable for the embedding region according to the color of the embedding region. A fingerprint image generating unit(217) embeds watermark information in the embedding region by using the determined fingerprint pattern, and generates a fingerprint image.
