PROBLEM TO BE SOLVED: To provide a transparent flexible film heater having a high heat generation property, high transparency and excellent visibility at the same time, and having, in a pattern-like form, a current-carrying heat-generating metal thin wire in a transparent layer; and a manufacturing method of the transparent flexible film heater capable of easily forming a pattern, and of inexpensively manufacturing the transparent flexible film heaters in large numbers. SOLUTION: This transparent flexible film heater is a heating element having a substantially transparent conductive metal pattern structure on a transparent flexible support body, and satisfies expression (1): 0.1≤E<SP>2</SP>/(L×R)≤2.0 when it is assumed that a distance between application electrodes of the heating element, resistance between electrodes of the heating element and a power voltage are L (cm), R(Ω) and E (v), respectively.
