PROBLEM TO BE SOLVED: To provide an apparatus and method for obtaining output image data of high quality suitable for recording characteristics of a printer by dither threshold error distribution processing. SOLUTION: An output gray level value determination part 103 quantizes a correction input value to 4 levels by taking values of target pixel positions in 3 threshold matrixes as quantization thresholds and outputs an output gray level value 0. 85, 170, or 255. A correction output value determination part 104A has correction output value matrixes corresponding to output gray level values 85, 170, and 255 and outputs 0 as a correction output value when the output gray level value is 0, and outputs a value of a noticed pixel position in a corresponding correction output value matrix when the output gray level value is not 0.
