PROBLEM TO BE SOLVED: To provide a caster capable of reducing its weight and prolonging its lifetime while maintaining the high strength, and its manufacturing method. SOLUTION: The caster includes a top plate mounted on a bottom side of a truck body, an upper pan in contact with a lower side of the top plate, a lower pan in contact with a lower side of the upper pan, leg parts which are interposed between the upper pan and the lower pan, formed by bending a flat plate, and mount wheels via a shaft, and a fork having a connection part located on upper ends of the two leg parts. The four members are integrally caulked with each other by interposing a plurality of steel balls therebetween, inserting a center pin having a head in a center hole of each member, and fitting a washer to a lower part of the pin. The top plate, the upper pan, the lower pan, and the fork are formed by bending a steel plate having the hardenability, and subjected to the hardening, or the hardening and the tempering to the hardness of HRC35-45, and the members are coupled with each other by caulking.
