PROBLEM TO BE SOLVED: To provide an image processor which can remove isolated point pixels accurately regardless of the image pattern on the periphery thereof, and to provide image processing method and program. SOLUTION: The image processor 1 comprises an image input section 11, an image memory 12, an image processing section 14, and an image output section 13. The image processing section 14 comprises a reference pixel set extracting section 21, a non-isolated point pixel detecting section 22, and an isolated point pixel removing section 23. The reference pixel set extracting section 21 extracts pixels in a region having a size of m×n as a reference pixel set from image data inputted from the image input section 11, the non-isolated point pixel detecting section 22 detects non-isolated point pixels in a reference pixel set, and the isolated point pixel removing section 23 removes pixels having a removing object pixel value in the reference pixel set other than the non-isolated point pixels as isolated point pixels.
