PROBLEM TO BE SOLVED: To provide a developing roller, wherein even if a large number of prints are produced with a development system printer using a non-magnetic single-component developer, neither decrease in the density of print images nor toner leakage will occur inside the printer. SOLUTION: The developing roller 25 includes a conductive covering layer 20 formed along the outer circumference of a conductive shaft 1, holds non-magnetic one-component developer on the surface of the covering layer, attaches the non-magnetic one-component developer to a latent image on the surface of a latent image carrier, thereby rendering the latent image visible, wherein a surface layer, forming the surface of the covering layer, contains urethane resin and particles of fluorinated carbon resin 23, and the quantity of particles of fluorinated carbon resin is 5 to 20 mass% with respect to the quantity of urethane resin.
