A highly corrosion-resistant rust-preventive coating material which comprises an inorganic binder and zinc metal particles comprising zinc and incidental impurities, the particles being dispersed in the binder in an amount of 30 mass% or larger based on the dry coating film, characterized in that (i) the zinc metal particles comprise (i-1) fine zinc metal particles which have a particle-diameter frequency distribution constituted of one peak and a foot on each side thereof and have a peak particle diameter of 0.05-5 µm and (i-2) coarse zinc metal particles which have a particle-diameter frequency distribution constituted of one peak and a foot on each side thereof and have a peak particle diameter of 6-100 µm and (ii) the proportion of zinc metal particles having a particle diameter of 0.05-5 µm to all zinc metal particles is 5-99 vol.%.
