PROBLEM TO BE SOLVED: To provide a tsunami shelter apparatus capable of suppressing the rolling of a floating and moored tsunami evacuation facility while it is afloat or afloat-movable, enhancing safety, and helping many trapped sufferers. SOLUTION: A tsunami shelter as a floating evacuation facility comprises a semi-spherical evacuation chamber 2 forming an upper part and a semi-spherical buoyancy chamber 3 forming a lower part. A tsunami shelter body 1 is connected to a foundation ground 14 by a connection cable 6, the rolling of the tsunami shelter is suppressed to rescue sufferers by allowing the connection cable 6 to be slidable in the meridian direction from the outer wall surface of the lowest bottom of the buoyancy chamber 3. An emergency supply chamber accessible from the evacuation chamber 2 is provided in the buoyancy chamber 3, and the emergency supply chamber after articles are distributed to the outside can be used for a portable toilet for emergency.
