PROBLEM TO BE SOLVED: To provide an actuating device mounting a battery in a casing in which battery replacement is easy. SOLUTION: In a crime prevention device 5 of a manual operated shutter device which is alarm activated by a battery 16a, the battery 16a is incorporated detachably in a casing 8 as a battery unit 16 in which the disk shape battery 16a is housed in a battery holder 17. On the other hand, the battery unit 16 is incorporated and fixed in the casing 8 against an energizing force in pushing-out direction from the casing 8 by springback of a second terminal plate 11b.
